BEFORE HUBTEL

The Electricity Company of Ghana is the country’s largest power distributor. It serves millions of customers, runs metering infrastructure across the whole of Ghana, and collects revenue through a wide mix of channels, mobile money, cash, and third-party vendors. But none of that money flowed to one place. 

ECG’s commercial operations were running on systems that had accumulated years of technical debt and operational workarounds. Payments came in from multiple channels and sat in multiple places. Finance teams reconciled manually across disconnected systems. Leadership waited days sometimes weeks, for a revenue report. By the time the numbers arrived, decisions had already been made on incomplete information. 

On the infrastructure side, metering systems ran on outdated technology, prone to downtime and vulnerable to tampering. Illegal connections and meter fraud quietly eroded revenue that ECG had no reliable way to detect or quantify. 

BRINGING CLARITY  

ECG’s money was everywhere, which meant no one could see it all in one place 

The first step was understanding the full picture, not just where payments were coming in, but where the system was losing money and why. 

ECG’s core challenge wasn’t a single broken thing. It was layers of accumulated dysfunction: old databases, siloed systems, manual reconciliation processes, and metering infrastructure that hadn’t kept pace with the scale of the business. Before any of that could be fixed, it had to be mapped clearly. 

Starting in March 2023, Hubtel worked with ECG to diagnose the gaps across their commercial operations, from payment infrastructure to database architecture to metering. The objective was to bring everything into a single, coherent system. One that leadership could actually see and trust. 

PUTTING MANAGEMENT IN CONTROL 

Rebuilt ECG’s entire commercial system 

The overhaul touched every layer of ECG’s commercial operations. 

A single view of all revenue. 
The ECG PowerApp is a payments and commercial management platform built specifically for ECG, gave leadership a unified view of all revenue flowing into the business, regardless of how a customer paid. For the first time in ECG’s history, the finance team could see exactly how much had been collected, in real time, without waiting for a manual reconciliation run. 

Infrastructure rebuilt for reliability 
Core databases were upgraded from Oracle 10G to Oracle 19C, replacing a foundation that had been holding the business back for years. A 24/7 monitoring team was put in place to keep systems running above 99% uptime, a standard ECG’s infrastructure had rarely met before. 

Revenue theft could be detected now 
OperationZero, an AI-powered detection tool, was deployed across ECG’s entire customer base to identify illegal connections, tampered meters, and other forms of revenue loss that had previously gone undetected. For the first time, ECG could see not just what was coming in, but what was being taken. 

THE GROWTH 

The longest sustained revenue growth in ECG’s collection history 

When clarity replaced confusion, and control replaced chaos, growth followed, not as a promise, but as a measurable reality.

As of 2024, ECG had recorded a monthly average revenue growth of over 210% compared to its August 2022 baseline. Even after accounting for the approximately 80% average increase in electricity tariffs over the same period, the net revenue growth stood at around 72%. The last time ECG saw comparable growth was in 2001. Even better, beyond revenue, the operational improvements rippled across the business.

Reconciliation that previously required days of manual work across multiple systems now happens against a single, real-time data source. Leadership can make operational decisions on current information, not historical reports.

The metering infrastructure, once prone to frequent downtime and erratic performance, now consistently surpasses 99% uptime, directly improving customer satisfaction alongside revenue collection. 

ECG did not grow because Hubtel promised growth. ECG grew because Hubtel removed everything that was blocking it.
